Paul Phoenix All Star

Paul Phoenix All Star is a Green Attack Fighter that is originally part of the All Star roster. He is part of the Tekken collab.

LEADER SKILL
OVERVIEW
Paul Phoenix is a great alternative for those that are looking for a similar Attack Type leader aside from Orochi Iori. He is unfortunately time limited as a collab fighter and it is recommended that you try and pull him from the roulette if you have the resources.
Paul gives 60% Attack and -10% Hp to Attack Type allies. The small reduction in health is not too bad considering that your team is going to decimate enemies quickly in PvE content.
Unlike Orochi Iori, Paul has more a PvP friendly skill set. His S1 gives him instant counter attack or initiation attack with super armor. As long as he is standing, the skill will go through and will not be interrupted. This is huge for PvP.
His S2 gives him bonus critical rate upon usage, which is a nice increase in DPS. This also launches enemies into the air, allowing him to continue with his combos.
His S3 ignores guard and will help both in PvE and PvP situations against anyone that loves to guard. Situations in PvE I can think of are Tower of Trials bosses and Elemental Dungeon bosses. Also, his S3 can hit targets on the ground.
Another great perk in his core is that when he gets crowd controlled (stun, petrify, frozen), he heals for 15% hp over 5 seconds. He also can stun an enemy under the condition that his second skill lands as a critical hit.
His finisher skill is also decent. His support skill provides 10% crit rate to allies, which isn’t too bad and also isn’t amazing. Overall, he has a really good kit and the good thing is that you won’t have to grind for him.

Getting Paul
On average, getting Paul and his special skill card will cost about 3-4.5k rubies, depending on the luck of your roulette spins. Reddit user xArceDuce has mentioned that it takes about 120 spins on average to get him.
Now you about 20 days to get him. Assuming you did all your dailies and got the roulette tickets, you have 100 free tickets. You just need 40 more tickets which you can buy via the roulette with 25 rubies per spin.
However, you can also get 10 tickets from the secret shop for 150 rubies every 6 hours, which is the much better deal. If you are patient and wait till the end of the event, he can be gotten for a 500-1000 rubies, which is a great steal considering what he offers.
His special card also can be crafted using his own souls (150). So in total the minimum expense of rubies is going to be at least 2000 rubies.
